|Duties & Responsibilities:||Description: To ensure the State is protected against criminal threats and to both streamline and greatly improve information sharing amongst the State's criminal justice agencies and intelligence centers, the Executive Chamber established a New York State Information Sharing Network (NYS ISN), to be headed by an Executive Director. The Executive Director for Strategic Information Sharing reports directly to the New York State Deputy Secretary for Public Safety. The Program Associate position is in the Executive Chamber and will report directly to the Executive Director for Strategic Information Sharing.
Supervises the NYS ISN Project Management Office, which works to enhance the coordination of the information sharing operations of state and local law enforcement agencies across the state.
Provides centralized leadership for all NYS ISN participating agencies.
Advises the Executive Director regarding:
Technological, policy, or legal barriers to effective and timely information sharing amongst the participating agencies.
Operational concerns from the participating agencies.
Recommended solutions to any of the information sharing barriers identified.
The future direction of grant moneys flowing into the state intended for the participating agencies.
Directs efforts to ensure that technologies are efficiently leveraged. Constantly explores advances in technology and their applicability to the network.
Ensures that all NYS ISN operations comply with Civil Liberties/Privacy protections afforded by the laws and Constitutions of New York State and the US government.
Coordinates the solicitation and management of grant funding that supports the efforts of the NYS ISN and its participating agencies.
Ensures that all appropriate agencies are included within the domain of the NYS ISN and directs the structure of the NYS ISN operating environment to encourage greater efficiency and efficacy.
Identifies and recruits new agencies or entities to participate in the NYS ISN, especially in federal law enforcement.
|Minimum and/or Preferred Qualifications:||Security Clearance - Must comply with and pass a comprehensive background investigation conducted by the New York State Police.
Education - Must at minimum possess a Master's Degree from an accredited educational institution in Intelligence Analysis, National or Homeland Security, Public Policy/Administration, Master's in Business or Public Administration, Criminal Justice, Organizational Management, or a related field. A Bachelor's Degree from an accredited educational institution may be substituted for the Master's Degree if the candidate possesses at least 15 years of relevant experience as defined below.
Relevant Experience - Must possess at least 5 years of work experience in the criminal justice or intelligence/homeland security related fields. At least three of those 5 years experience must be serving in a supervisory or managerial capacity within these disciplines.
Candidates with significant work experience in criminal justice agency or intelligence work are strongly preferred.
Demonstrated experience in managing multi-agency or large scale projects is strongly preferred.
Demonstrated experience managing projects with a diverse group of stakeholder interests is strongly preferred.
Demonstrated problem solving and conflict resolution skills.
Excellent verbal and written communication skills.
Strong working knowledge of New York State government agency structure and operations is preferred.
Candidates with significant technology background are preferred.
|Additional Comments:||Starting Salary: $101,149.00
This position does not require that the candidate have taken and passed a NYS Civil Service examination, or currently hold a qualifying position withing the NYS Civil Service System.
