Second Wave: September 10-19, 1999
The second enforcement wave of the "Buckle Up New York" campaign was conducted September 10 - 19, 1999 and involved troopers, deputies, and police officers representing more than 300 agencies.
The officers issued 36,553 tickets for violations of the state's safety restraint use laws, 897 of which were for child safety seat violations.
Surveys conducted after the enforcement wave indicate that safety belt use moved from 76 percent, prior to the enforcement period, to 81 percent, the highest rate ever recorded in New York State.
The second wave featured two child safety seat clinics - one in the Albany area and one in the Buffalo area. The NYSP offers information and a pamphlet on the use and misuse of Child Safety Seats.

Statewide compliance rate: Pre-enforcement = 76% and post-enforcement = 81%
