NYSP Employee Relations
The Office of Employee Relations oversees the administration of the New York State Police Academy and the Office of Human Resources.
Staff responsibilities include the employee assistance program, labor negotiations, contract questions, grievances, civilian discipline, labor/management issues, liaison with member and civilian unions, training, employee issues, and career enhancement/development programs.
Office of Human Resources responsibilities include:

Recruitment, testing, and hiring of both sworn and non-sworn employees.

Development of training initiatives emphasizing the need to prevent discrimination and sexual harassment, and the importance of managing and valuing diversity.

Administration of competitive promotional examination processes for Non-Commissioned Officer and Commissioned Officer positions.

Administration of employee benefits and other personnel matters, such as workers' compensation, health insurance, medical records, disability and service retirement, leave accruals, maintenance of personnel records, and oversight of non-sworn personnel performance evaluations.

The development and implementation of innovative training and career guidance programs for all employees.

The Equal Employment Opportunity (EEO) Process
The EEO informal/formal process is designed to resolve complaints involving discrimination, harassment and other employee issues. The EEO process and related services are delivered by a cadre of specially trained sworn and non-sworn Human Resources Counselors, and EEO Specialists stationed throughout the state.
The informal process is designed to resolve matters at the lowest level in a non-judgmental and non-punitive manner. The formal complaint process is managed by an Oversight Committee. A team of specially trained staff from Human Resources and Internal Affairs investigates formal complaints with the assistance of designated EEO specialists, who are field personnel with EEO training. Formal EEO complaints can result in disciplinary action depending on the outcome of the investigation and the recommendation of the Oversight Committee.

Recruitment of troopers and the development and implementation of new recruitment and testing strategies.
Recruitment staff:

Attend speaking engagements and outreach activities at community events, colleges and high schools in order to provide education about employment opportunities with the New York State Police, and the specific job responsibilities and hiring requirements for the position of New York State Trooper.

Assist candidates with preparing for the NYS Trooper selection process.

Provide candidate family orientation sessions for those candidates who are in consideration for appointment to an Academy class.

Conduct Trooper Examination tutorial sessions.

Maintain contact with Trooper candidates on the eligibility list.

Conduct the "Careers in Law Enforcement" Program which functions to provide high school seniors with information about all aspects of the criminal justice system, including the various career opportunities that are available. The program includes classroom instruction by the troop recruiter, guest lecture instruction, and participation in field trips to criminal justice-related institutions.

Administration of the testing, hiring, processing, and promotional processes for non-sworn employees.

Administration of examinations for non-sworn employees such as: Clerk 1; Keyboard Specialist 1; Computer Operator; and SP Communications Specialist.

The creation and classification of new and existing positions in conjunction with the New York State Department of Civil Service.

Maintaining updated standards and specifications [job descriptions] for each title unique to this agency. The unique titles include the Forensic Scientist series and SP Communications Specialist.
