Duties & Responsibilities: The Project Manager 2, SG-25 will report to the NY Safe Program Office within the Administration Section of the Division of State Police and will coordinate the implementation and operational support of all program aspects of the 2013 NYSafeAct legislation for which the New York State Police is responsible, including Assault Weapon Registration, Mental Health Referral notifications, Pistol Permit Recertification, and Ammunition Sales Authorizations. The incumbent will provide essential project leadership support in assisting the State Police Lieutenant, Pistol Permit with the implementation and coordination of these new legislated programs. This includes staff build up, training, and procedure development to fully operationalize this newly required and highly complex program for New York State. The position will collect and manage the State Police business requirements and expectations and act as a liaison to Information Technology Services (ITS) staff to ensure these requirements are communicated and delivered. This position will also be responsible for organizing and managing many aspects of this program implementation, including facility preparations and logistics for the new program office staff, policy and standard operation procedure development and maintenance, daily program implementation needs, which include planning, scoping, scheduling, risk management, communications, technology release management, testing, training, implementation, and issue resolution and appropriate reporting. The incumbent must exhibit superior management skills, strategic planning, and leadership in order to manage this large scale program implementation.

DUTIES:

Managing all aspects of a new program implementation (from definition to fully operational).

Implementing policies and standard operating procedures.

Coordinating with the NYSP Information Sharing unit for CJIS and audit compliance.

Ensuring ongoing NY Safe program support and continuous improvement.

Developing comprehensive project plans, managing project tasks, communicating project updates and providing required status updates.

Coordinating with other state agencies (principally OMH) on program implantation.

Mitigating and escalating issues, including Executive level escalation.

Managing project scope, deliverables and customer expectations.

Leading and facilitating business and technical discussions.

Preparing and delivering presentations, including Executive briefings.

Performing in depth process and business analysis.

Documenting and effectively communicating functional requirements.

Coordinating and organizing application end user testing.

Facilitating business prioritization of project requirements to assist in determining feasibility and necessity.

Actively participating in technical discussions as needed.

Producing documentation and deliverables using Microsoft Project, Visio, Excel, Word and Power Point.
Minimum and/or Preferred Qualifications: Eight years of project management experience which must include Planning and at least one other of the management process groups: Initiating, Executing, Controlling, Closing. This experience must include the development of significant project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans AND completion of twenty-one contact hours of project management training within the last six years;

OR

An Associate's Degree and six years of the required experience as described above and completion of twenty-one contact hours of project management training within the last six years;

OR

A Bachelor's Degree and four years of the required experience as described above and completion of twenty-one contact hours of project management training within the last six years;

OR

A Master's Degree in Project Management and three years required experience as described above and completion of twenty-one contact hours of project management training within the last six years;

OR

A current certification from the Project Management Institute as a Project Management Professional (PMP) and one year of post certification required experience as described above.

Additional Comments: Starting Salary: $73,768
